The briefing session for Heads of Department recently explained changes to how we make payments to external persons in light of Revenue guidelines and tax advice.  The following applies from 22nd February 2016.

The previous claims form for Payment to Non Staff Members (Ref T03.14) has been removed and replaced with two options as follows:

External Examiners and Interview Panel Members claims expenses via the revised form (T03.15) available under the Other Forms section of the Finance website.

One-off payments are now claimed via a new simpler form (T09.1), available in the same location.
