Procurement Policy Update (v6)

The policy was updated in June to reflect new EU threshold and a more comprehensive review in October incorporated a number of clarifications concerning, compliance, sub-contractor legal compliance, use of national frameworks, reporting requirements and exceptions,   

The main change, however, is in the requirement for quotations.  Written quotations are now only required for costs (excluding VAT) over €1,000.  This change removes the need for any written quotations for spending up to €999 - which should speed up requisitioning for smaller value orders.  

One written quotation is required for orders up to €4,999 and three written quotations are required for orders costing between €5,000 and €49,999

State Aid Policy (v1)

This policy was created to ensure that the university meets is obligations in relation to the provision of state aid.  It provides for the accounting separation of economic and non-economic activities and allocation of costs and overheads in relation to economic activities to ensure that the university does not use its state funding to inadvertently provide subsidised services to another entity

This potentially impacts staff involved with the provision of research development, consultancy or other services to external entities.  In particular where an economic service is provided to a commercial entity, we will need to ensure that we charge the full economic cost for that service, to ensure we do not distort market competition.

We are currently working with our colleagues in other universities to ensure a common approach across the sector and you will note that the appendices to the policy are not yet fully populated as we work though the full implementation, which will likely be completed by December 2024.
