Increase in Domestic Subsistence Rates

We have been notified by the Department of Public Expenditure and Reform that the domestic subsistence rates are to increase with effect from 14th December 2023.

The overnight rate is increasing from €167 to €195, the 10 hours rate is increasing from €39.08 to €42.99, the 5 hours rate is increasing from €16.29 to €17.92.

The Vouched Accommodation Rate for Dublin is now hotel up to a maximum of €195 (receipt required) plus €42.99 (unvouched) for meals.

Travel to Dublin

We are aware of the difficulties faced by staff in sourcing accommodation in Dublin within the subsistence rates and wish to remind you that the allowances may not cover the full cost of an overnight in Dublin.  The university has no discretion to pay rates or amounts more than the approved allowances. (Circular 11/82)

To try and address this situation we have been in discussion with our Club Travel to gain access to corporate room rates for Dublin.  We are now advising staff if you need to stay overnight in Dublin to request accommodation via the ETR system as they may be able to provide a lower rate.  Additionally, this can be booked and paid by Club Travel directly, so you do not have to provide a receipt, but just deduct the amount from your travel claim on the online expenses system.

Train tickets to Dublin can also be booked via the ETR and billed directly to the university which removed the need for staff to pay and submit the receipt.  For staff travelling to Dublin City Centre – if you request a rail ticket from Cork or Kerry to ‘Dublin City Centre’ rather than ‘Dublin Heuston’ it incorporates the cost of your Luas ticket, which also removes the need to queue for tickets and submit those receipts.
